SSN, ITIN & Driver’s License Walkthroughs
Three bureaucratic errands, step by step, in the order to run them. Total elapsed time if you start day one: SSN in ~3–4 weeks, license in ~4–8 weeks, spouse’s ITIN at first tax filing.
Walkthrough A: SSN (Social Security Number)
Who’s eligible: anyone with US work authorization — O-1, H-1B, L-1, E-2, F-1 with valid work authorization. Not eligible: O-3/H-4 spouses without work authorization (they use an ITIN instead; H-4 with EAD does qualify).
- Wait ~10 days after landing. SSA verifies your status against DHS entry records, which take days to sync. Apply too early and you get denied and sent home for a second visit.
- Start the application online at ssa.gov (you can begin it before your office visit), then visit an SSA office — several in SF; check hours, go early.
- Bring: passport, printed I-94 (download from the CBP website after every entry), and your visa approval notice (I-797 for O-1/H-1B). Originals, not copies.
- The visit itself is ~30 minutes. You’ll get a receipt letter with your number on it in some cases; the card arrives by mail in ~2–4 weeks.
- When it arrives: add the SSN to your bank accounts, credit cards, payroll, and — see Walkthrough C — the DMV record.
You can start work before the card arrives; the number’s issuance, not the physical card, is what matters to payroll.
Walkthrough B: ITIN (Individual Taxpayer Identification Number)
Who needs it: people with US tax obligations but no work authorization — typically your O-3/dependent spouse (needed to file a joint return, which usually saves real money), or occasionally a founder abroad with US-source income.
- You generally can’t apply on a whim — the W-7 form must accompany a federal tax return, unless you qualify for an exception (e.g., certain treaty or bank-reporting cases).
- Standard route: file your first US tax return (April after your first year) with your spouse’s W-7 attached, marking the return for ITIN processing.
- Better route — use a CAA. Jargon: A Certified Acceptance Agent is an IRS-authorized person who verifies passports in person, so you don’t mail the original passport to the IRS. Find one via the IRS acceptance-agent list; many corridor CPA firms are CAAs.
- Timeline: the IRS takes roughly 7–11 weeks to issue the ITIN, up to ~14 weeks in the January–April crush. Apply with an early-filed return, not on April 14.
- After issuance: the ITIN unlocks joint filing, bank accounts, and ITIN-friendly credit products for your spouse (see article 6).
The mail-your-passport option technically exists. Don’t — your spouse loses their passport for 2+ months.
Walkthrough C: California driver’s license
California expects new residents to get a CA license within 10 days of establishing residency — loosely enforced, but insurance and police stops make a local license genuinely useful fast. Your Indian license plus an IDP is a short-term bridge only; CA does not exchange foreign licenses — everyone takes both tests.
- Book a DMV appointment at dmv.ca.gov the week you land — average waits run ~2 weeks statewide, but busy Bay Area offices can run 30+ days. You can also walk in; expect a long morning.
- Do the online pre-application (saves an hour at the office) and study the CA Driver’s Handbook — the knowledge test has real fail rates for people who wing it.
- First visit — documents: passport + visa, I-94, proof of SSN (or SSA ineligibility letter for spouses), and two proofs of CA residency (lease, utility bill, bank statement with your address). Apply for the REAL ID version — visa holders are eligible, and it’s the license that boards domestic flights after the REAL ID enforcement regime. Jargon: REAL ID is the federally accepted version of a state license, marked with a bear-and-star.
- Pass the knowledge (written) test — done at a testing station the same visit; recent format is ~36 questions with ~83% to pass (format changes; needs verification). You then get an interim permit.
- Book the behind-the-wheel test — separate appointment, often 2–6 weeks out. You must arrive in an insured, registered car with a licensed driver. Rental cars are usually not accepted; use a friend’s insured car or a driving-school car.
- Pass, and the license arrives by mail in a few weeks. Visa holders get a “Limited Term” license that expires with your authorized stay — extend your visa, then renew the license.
Common fail point: Indians with 10+ years of driving fail the behind-the-wheel test on American ritual, not skill — full stops behind the limit line, exaggerated head-turn shoulder checks, yielding to pedestrians early. Take one hour with a local driving instructor before the test; they know the examiner script.
Do this now
- ☐ Day 1: download your I-94 from the CBP site and save it — every walkthrough above needs it
- ☐ Day 1: book the DMV appointment (longest queue) and start the SSA online application
- ☐ Day ~10: SSA office visit with passport, I-94, I-797
- ☐ Week 2–3: DMV first visit — pre-application done, two residency proofs, take the knowledge test
- ☐ Book one driving lesson the week before your behind-the-wheel test
- ☐ At tax time: file spouse’s W-7 through a CAA with your joint return
Nobody tells you
- The SSA “ineligibility letter” matters: your non-working spouse should visit SSA anyway to get a formal denial letter — the DMV accepts it in place of an SSN for their license, and some banks want it too.
- Sequence the DMV around your SSN: the DMV electronically verifies SSNs, and a mismatch (applying before your SSN exists in the system) is a classic silent rejection. Land → SSN → DMV is the clean order for the primary applicant.
- Every fresh entry to the US generates a new I-94 — after any India trip, download the new one before touching USCIS, SSA, or DMV paperwork, because agencies check the latest record, not the one from your first landing.
